Question on low energy bulbs; will you please read below?

If high energy bulbs augment thermostatically controlled central heating systems in winter, and lighting is in little demand in summer, what are the true energy savings of low energy bulbs? Not entirely as indicated by the wattage displayed on packaging for sure. Do they require less energy to manufacture, perhaps in the sense that they last longer than their predecessors? Has a survey been attempted to discover if people now waste more light or illuminate their homes more because they regard low energy bulbs as a more efficient use of energy? It seems to me the true greenness of low energy bulbs has not been fully explored.
